How do I address city council at a formal meeting?

A maximum of thirty minutes will be devoted to receiving comments from the public for topics not listed on the agenda. Each speaker is limited to one presentation per meeting with a maximum timed limit of three minutes. No formal City Council action is permitted under the Texas Open Meetings law for the items discussed in this section of the agenda. Comments are also welcome on items listed on the current agenda. Citizens wishing to address City Council during a meeting should complete the appropriate speaker card prior to the start of each meeting.
