Powers & Duties


  • Recommend a city plan for the physical development of the city; 
  • Recommend to the city council approval or disapproval of proposed changes in the zoning plan; 
  • Exercise control over platting or subdividing land within the corporate limits of the city, and outside said corporate limits to the extent authorized by law; 
  • Act as an advisor to the city council; 
  • Exercise control to regulate and restrict the locations of trades and industries, the location of buildings designed for specific uses, and to regulate and limit the height and bulk of buildings; 
  • Recommend amendments in the zoning ordinance to the city council when such amendments are needed because of changing conditions, new practices or court decisions; 
  • Hold hearings for the purpose of considering plats to be filed subdividing property in the city and shall consider, make recommendations to approve or disapprove such plats sought to be filed; 
  • Be vested with all of the authority given such commissions under the laws of the state, the city's Charter and the ordinances of the city; 
  • Ensure that no subdivision, street, park or any public way, ground, or space, public building or structure, or public utility, whether publicly or privately owned, which is in conflict with the master plan be constructed, or authorized by the city, until and unless the location and extent thereof is in full compliance with the currently adopted edition of the city's Comprehensive (Master) Plan; 
  • Recommend timely revisions, in whole or in parts, to the city's Comprehensive (Master) Plan for the future development and redevelopment of the city and its environs; 
  • May hold public hearings concerned with proposed zoning jointly with the city council; and 
  • Perform other duties as may be assigned by the city council or created by state law, the city's Charter or ordinance.
